Will There Be 400 New Homes Build in Oceanside?
Oceanside’s Planning Commission has recommended rezoning 25.6 acres along North River Road to clear the way for up to 400 homes on land historically used to grow and pack row crops such as strawberries and tomatoes.
The proposed Tierra Norte development is about three miles west of a larger proposed residential project, also on North River Road, that has sharply divided Oceanside over the conversion of agricultural land to residential uses.
The Tierra Norte property, owned by Oceanside-based developer Tierra Norte LLC, is 25.6 acres off North River Road just south of Old River Road.
The proposed development, called Tierra Norte, would be built in three phases. The first phase, called Tierra Norte I, would include 200 homes, a community center, 17 acres of open space and 12.5 acres of parks.
The second phase, called Tierra Norte II, would include 200 more homes, as well as 30 acres of open space and 12.5 acres of parks.
The third phase, called Tierra Norte III, would include 200 more homes, 30 acres of open space and 12.5 acres of parks.
The development would be built along North River Road, and the homes would be clustered in neighborhoods, with open space and parks in between.
The Planning Commission recommended approval of the rezoning.
“The project has been thoroughly vetted,” said Commissioner Robert Long. “It’s consistent with our plan. It’s consistent with the community plan. It’s consistent with our general plan.”
The Tierra Norte project has been in the works for about two years, said Planning Commissioner Andrea McWilliams.
The Planning Commission, which voted 5-0 to recommend approval of the Tierra Norte rezoning, has recommended approval of the project twice before, in 2017 and 2018.
The Tierra Norte project has been appealed to the City Council, which is scheduled to vote on the rezoning Aug. 20.
The City Council rejected the project in 2018, but that decision was overturned after residents approved a ballot referendum in November 2020 that would have overturned the City Council’s approval of North River Farms, a 585-home community to be built between Stallion Drive and Wilshire Road in South Morro Hills.
The City Council voted 4-1 in March 2020 to overturn the 2018 decision, and Mayor Jim Wood, Councilman Bob Whalen and Councilman Jack Feller dissented.
The City Council is scheduled to vote on the Tierra Norte rezoning in August.
