These outfits are both from 1780. Tozer is sporting the Officers Uniform for the Maryland Regiment. Armitage is wearing the uniform for a Private in the "Corps of the Invalid." These soldiers couldn't directly fight, but provided vital support for the rest of the troops in the camps.

Note, despite previous fandom belief that Billy goes to Carnivale dressed as a fish, with the help of my friends in my Discord Server and careful analysis of frame by frame, lightened, and zoomed clips, we concluded he is in fact A RABBIT.
