WTF??

No. It's an aesthetic based on the Eroguro art movement, which involves a lot of themes of corruption, decadence, and violence that were very prevalent in the Showa era of Japan, mainly during WWII. That's basically the gist of it.

The blogger who coined the term, @dainippongothic, will probably give you a better explanation of it.

I sketched her ref sheet SIX MONTHS AGO and now I finally worked on it again!! Mio is a 16 y.o teenager who is part of the secret occult club called "Mugen no Kagi" (夢幻の鍵) or just "Fantastic Dream Key" that investigates the entity Akumu during Shōwa period.

Since childhood, she was born into a family of ancient Shintoists and developed her psychic abilities very early. She is also passionate about Origami art, and she has excellent craftsmanship with her folds, making several of them daily, to gift people or decorate her room. You can notice that she always wears origami hair clips made by herself, in various colors and shapes. Her personality is humorous and somewhat enigmatic, sometimes she seems to be daydreaming.

She grew up with her best friend Himari Kagurazaka (character coming soon!!), and they always shared a common interest in the paranormal, yet in different ways. This led them to create together the secret occult club, being the first members to join. Her role in the club is to ensure healing and protection, being able to find lost objects, guide spirits, and connect with the world of the dead, so she makes many sacred Ofudas to contain malignant spirits during rituals or summonings. She created a magical technique called "Hikari no Oru" (Folds of Light). In this process, each origami fold has a magical effect, and she must say words associated with the effect she wishes to achieve with the magic while performing each fold until the Origami is complete. When the Origami is complete, it is now possessed by a Kami (spirit), then becoming a Tsukogami. Later, when new members joined the club, she became interested in Gou Kurogane, a boy very secluded in his own morbid world. She always shows great curiosity about him and enjoys listening to his thoughts, and although they are very different from hers, she respects him, and even thinks that "there is no one as crazy as him in the world" and that "he has a dark and restless aura, possessing the fury of bloodthirsty samurais as if they torment his soul." They often hang out together in the cemetery at night or rest near a river in the forest, and during these encounters, they casually have deep conversations about life and death, and what lies on the other side. She also seems quite concerned about how Gou romanticizes war and tries to make him see that he doesn't need to die in a war to prove his worth. They have a very close and peaceful relationship, although wrapped in the duality of "life and death" and "war and peace." In the year 1943, they end up parting ways because Gou is recruited for the war due to the "Special Recruitment Law" (Tokubetsu Chōheihō). He dies in the battle of Okinawa, and after the end of the war, she makes frequent visits to his grave.
